The Union Ministry of Environment, Forest and Climate Change (MoEFCC) has launched the Environment Audit Rules, 2025. This significant reform creates a national framework for independent environmental audits in India.

  • Environment Audit is a systematic audit, verification, examination, inspection, or analysis of any project, activity or process having a bearing on the environment.

Main Features of Environment Audit Rules, 2025

  1. Accreditation and Certification done by Private agencies , individuals can become certified environmental auditors through the Environment Audit Designated Agency (EADA). This agency manages certification, registration and oversight.
  2. Registered Environment Auditors (REAs) will be done where Only certified professionals who are registered with EADA can perform audits. Certification depends on qualifications, experience, or passing a formal exam.
  3. Framework Scope will address compliance with key laws, including the Environment (Protection) Act, Air Act, Water Act, Forest Act, and Wildlife Protection Act. They involve project evaluations, sampling, analysis, compensation calculation for damage, verification under Green Credit Rules, and other regulatory areas.
  4. Code of Conduct will be for Auditors , they must follow a strict code of professional conduct. This ensures their independence, ethics, integrity, and confidentiality. Violating these standards can result in suspension or loss of certification by EADA.
  5. Oversight Mechanism like A Steering Committee, led by an Additional Secretary from MoEFCC, along with regulatory bodies like CPCB and SPCBs, supervises implementation and progress.

Key Regulatory Stakeholders under the Rules:

  1. Certified Environment Auditor: Individuals who qualify through either Recognition of Prior Learning (RPL) or the National Certification Examination (NCE).
  2. Registered Environment Auditor: Those certified individuals officially registered to perform audits.
  3. Environment Audit Designated Agency (EADA): The body responsible for certification, registration, oversight, and training of auditors.
  4. The Ministry of Environment, Forest and Climate Change will oversee the implementation of the Rules and issue necessary guidelines from time to time.
  5. CPCB/SPCB/ROs: To continue with their existing role of inspection and verification, as and when required and to assist MoEFCC in overseeing the implementation of the Rules.
  6. Oversight Mechanism: A Steering Committee, led by an Additional Secretary from MoEFCC, along with representatives from relevant divisions and regulatory bodies, monitors progress, addresses implementation challenges, and suggests reforms.
